УСКОРЕНИЕ ИНВЕСТИЦИЙ КАК КЛЮЧЕВАЯ ЦЕЛЬ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ

Аннотация

В статье рассматриваются вопросы ускорения инвестиций как инструмента регионального развития. Показано, что среди проблемных и ключевых вопросов находится повышение инвестиционной привлекательности территории, развитие инфраструктуры, повышение эффективности финансовой системы и развитие конкуренции. Отмечено, современная ситуация требует поиска новых подходов, среди которых развитие государственно-частного партнерства, включая проектное финансирование и инфраструктурную ипотеку. Делается вывод, что рост доли инвестиций в структуре ВВП возможен только при существенном изменении структуры расходов в экономике от текущих к инвестиционным.

Abstract

The article deals with the issues of investment acceleration as a tool of regional development. It is shown, that among the problematic and key issues is the increase of the investment attractiveness of the territory, the development of infrastructure, improving the efficiency of the financial system and the development of competition. It is noted, that the current situation requires the search for new approaches, including the development of public-private partnership, including project financing and infrastructure mortgage. It is concluded, that the growth of the share of investments in the GDP structure is possible only with a significant change in the structure of expenditures in the economy from current to investment.
