РИСКИ ОТ ВВЕДЕНИЯ ИНСТИТУТА СИТИ-МЕНЕДЖМЕНТА (В ОЦЕНКАХ ЭКСПЕРТОВ ЮЖНОГО ФЕДЕРАЛЬНОГО ОКРУГА)

Аннотация

В данной статье предпринимается попытка сделать анализ административных и общественных рисков, возникших вследствие введения института сити-менеджмента. В результате проведенного исследования авторы пришли к выводу, что основными рисками следует считать 1) боязнь оказаться нелояльными федеральной власти, 2) конфликт между администрацией и представительным органом местного самоуправления, 3) рост коррупционных практик из-за потери прозрачности процесса вступления руководителя муниципального образования в должность и 4) отсутствие возможности осуществлять стратегическое планирование.

Abstract

This article attempts to analyze the administrative and social risks that have arisen as a result of the introduction of the Institute of city management. As a result of the study, the authors came to the conclusion that the main risks should be considered 1) fear of being disloyal to the Federal government, 2) the conflict between the administration and the representative body of local self-government, 3) the growth of corruption practices due to the loss of transparency of the process of assuming the office of the head of the municipality and 4) the inability to carry out strategic planning.
