ЭТАПЫ СТРАТЕГИЧЕСКОГО РАЗВИТИЯ МУНИЦИПАЛЬНОГО ОБРАЗОВАНИЯ

Аннотация

В статье доказано, что при разработке стратегии развития муниципального образования необходимо определить этапы последующей реализации стратегии. Этапы должны отражать ориентацию на стартовые условия, в которых вначале осуществляется достижение поставленных целей, предусматривать развитие муниципального образования на завершающей стадии реализации стратегии и определять промежуточные ориентиры развития. В работе показано, что на первом этапе стратегического развития формирование целей связано с результатами анализа факторов внешней и внутренней среды муниципального образования, на втором – должна обеспечиваться ориентация на Миссию, а на третьем – на формирование целей, исходя из образа идеального состояния муниципального образования – Видения.

Abstract

When developing a strategy for the development of a municipality, it is necessary to determine the stages of the subsequent implementation of the strategy. The stages should reflect a focus on the starting conditions in which the achievement of the set goals is first achieved, provide for the development of the municipality at the final stage of the implementation of the strategy, and determine intermediate development guidelines. The work shows that at the first stage of strategic development, the formation of goals is associated with the analysis of factors of the external and internal environment of the municipality, at the second - orientation toward the Mission should be provided, and at the third - at the formation of goals based on the image of the ideal state of the municipality - Visions.
