СРАВНИТЕЛЬНАЯ ХАРАКТЕРИСТИКА ЭФФЕКТИВНОСТИ ГОРОДСКОЙ БИЗНЕС-СРЕДЫ МАЛЫХ И СРЕДНИХ ГОРОДОВ: ПРАКТИКИ ГОРОДА ДЕРБЕНТА

Аннотация

В данной статье затрагивается вопрос о важнейших факторах развития города Дербента на современном этапе – городской экономике и среде развития бизнеса. Дана оценка эффективности использования ресурсов и экономики города в целом. Проведен анализ структуры городской экономики, состояния малого бизнеса и условий для его развития, а также состояния городских финансов. В ходе исследования определено, что для экономики города характерно недостаточно эффективное использование городской территории, проявляющееся в относительно низком показателе доходов бюджета города от использования городской территории, а также более высокой долей безвозмездных поступлений в структуре доходов бюджета города по сравнению с усредненным показателем по малым и средним городам Российской Федерации.

Abstract

This article addresses the issue of the most important factors in the development of the city of Derbent at the present stage – the urban economy and the business development environment. The efficiency of the economy of the city of Derbent as a whole and the efficiency of using its resources are evaluated. The analysis of the structure of the urban economy, the state of small business and conditions for its development, as well as the state of urban Finance. The study determined that the city economy is characterized by insufficiently efficient use of urban territory, which is manifested in a relatively low indicator of city budget revenues from the use of urban territory, as well as a higher share of gratuitous receipts in the structure of city budget revenues compared to the average indicator for small and medium-sized cities of the Russian Federation.
