СЕТЕВЫЕ СООБЩЕСТВА И СМЕНА ПАРАДИГМЫ МУНИЦИПАЛЬНОГО УПРАВЛЕНИЯ НА ПРИМЕРЕ Г. МОСКВЫ

Аннотация

Стремительный рост городов и численности их населения требует смены парадигмы управления городскими муниципальными образованиями. Более эффективному управлению городскими территориями будут содействовать новейшие цифровые технологии, способствующие формированию не только комфортной жизненной среды локальной территории, но и нового уклада жизни, в основе которого будут лежать сетевые взаимодействия. В статье содержится краткая характеристика технологий и концепций, наиболее практикуемых муниципальными органами власти. Подчеркивается значение цифровых технологий в формировании коммуникативных связей между органами власти и сетевыми сообществами муниципальной территории. Раскрывается роль сетевизации в смене парадигмы муниципального управления.

Abstract

The rapid growth of cities and their population requires a change in the management paradigm of urban municipalities. More effective management of urban areas will be promoted by the latest digital technologies that contribute to the formation of not only a comfortable living environment of the local territory, but also a new way of life, which will be based on network interactions. The article contains a brief description of the technologies and concepts most practiced by municipal authorities. The importance of digital technologies in the formation of communication links between the authorities and the network communities of the municipal territory is emphasized. The role of network management in changing the paradigm of municipal management is revealed.
