КОМПЕТЕНЦИЯ ПРИНЯТИЯ УПРАВЛЕНЧЕСКИХ РЕШЕНИЙ В УСЛОВИЯХ «НОВОЙ РЕАЛЬНОСТИ»: ПРОЦЕССНЫЙ И СТРАТЕГИЧЕСКИЙ АСПЕКТЫ В ДЕЯТЕЛЬНОСТИ ПУБЛИЧНОЙ ВЛАСТИ

Аннотация

В представленной статье авторским коллективом расширены и дополнены подходы в понимании компетенции принятия управленческих решений в условиях формирования единой системы публичной власти. Также в статье обозначен инструментарий, аргументирующий возможности повышения эффективности принятия управленческих решений в условиях постоянных изменений, усложнения систем и их нестабильности. Определена роль кадрового потенциала государственного и муниципального управления, владеющего компетенцией принятия «красивых управленческих решений» в обеспечении конкурентоспособности субъектов управления в системе публичной власти. Авторами делается предположение, что на современном этапе реализации административной реформы, построения единой системы публичной власти приоритетным вопросом развития страны становится наличие кадров, владеющих компетенцией принятия управленческих решений в условиях неопределенности VUCA-мира. В заключительной части статьи рассматриваются вопросы влияния «красивых управленческих решений» на результативность деятельности органов публичной власти.

Abstract

In the presented article, the author's team expanded and supplemented approaches in understanding the competence of making managerial decisions in the context of the formation of a single sys-tem of public power. The article also outlines tools that argue for the possibility of increasing the efficiency of management decisions in the face of constant changes, complexity of systems and their instability. The role of the personnel potential of the state and municipal administration, which has the competence to make "beautiful management decisions" in ensuring the competitiveness of management entities in the public power system, has been determined. The authors suggest that at the present stage of the implementation of administrative reform, the construction of a single system of public power, the priority issue of the country's development is the presence of personnel who have the competence to make managerial decisions in conditions of uncertainty of the VUCA world. The final part of the article deals with the influence of "beautiful managerial decisions" on the performance of public authorities.
