«ПРИМОРСКИЙ ФАКТОР» В СОВРЕМЕННОЙ ЦЕНТРО-ПЕРИФЕРИЙНОЙ СТРУКТУРЕ РОСТОВСКОЙ ОБЛАСТИ: СПЕЦИФИКА ПРОЯВЛЕНИЯ И УЧЁТ В СИСТЕМЕ УПРАВЛЕНИЯ

Аннотация

Центро-периферийная структура – объективна, устойчива и характерна для всех уровней территориальной иерархии; её учёт является важным условием выстраивания эффективных, адаптированных к региональному и локальному социально-экономическому контексту систем го-сударственного и муниципального управления. Одной из детерминант формирования центро-периферийных градиент выступает использование позиционных и ресурсных факторов приморского положения и соответствующее выраженное «притяжение к морю» хозяйственной активности, инфраструктуры и населения. В статье идентифицирована «приморская составляющая» центро-периферийной структуры Ростовской области, установлены экономический и демографический «вес» «ядра» и периферии территориальной структуры региона, сформулированы предложения по коррекции региональной политики с учётом специфики приморской зоны.

Abstract

The spatial structure is objective, steady and characteristic for all levels of territorial hierarchy; its account is an important condition of forming of the effective, adapted for a regional and local social and economic context systems of the public and municipal administration. The gradient between the "center and periphery" acts as one of a determinant of formation use of position and resource factors of seaside situation and the corresponding expressed "attraction to the sea" economic activity, infrastructure and the population. In article "the seaside component" of the "center and periphery" model of the Rostov region is identified, economic and demographic "weight" of "kernel" and the periphery of territorial structure of the region are established, offers on correction of a seaside zone, regional taking into account specifics, are formulated.
