СИСТЕМНЫЙ ПОДХОД КАК ОСНОВА УПРАВЛЕНИЯ ДЕЯТЕЛЬНОСТЬЮ ТАМОЖЕННЫХ ОРГАНОВ

Аннотация

Статья посвящена структурным компонентам механизма управления единой системы таможенных органов, включающим следующие уровни: Федеральную таможенную службу, региональные таможенные управления, таможни и таможенные посты. На современном этапе развития внешнеэкономической деятельности, в условиях интеграции России в мировое сообщество, возрастает роль таможенных органов, как регулятора внешнеторговых связей. Планомерное и целенаправленное включение России в международную внешнеэкономическую систему с целью формирования обшей системы безопасности привело к существенным изменениям структуры таможенных органов и предопределило её дальнейшее развитие.

Abstract

Article is devoted to structural components of the mechanism of management of uniform system of the customs bodies, including following levels: Federal customs service, regional customs offices, customs and customs posts. At the present stage of development of foreign trade activities, in the conditions of integration of Russia into the world community, the role of customs bodies, as regulator of the foreign trade communications increases. Systematic and purposeful inclusion of Russia in the international external economic system for the purpose of formation sheathe safety systems, have led to essential changes of structure of customs bodies and have predetermined its further development on prospect.
