УПРАВЛЕНИЕ МЕЖНАЦИОНАЛЬНЫМИ ОТНОШЕНИЯМИ И МИГРАЦИОННЫМИ ПРОЦЕССАМИ В ЮЖНОРОССИЙСКОМ РЕГИОНЕ: ИНСТИТУЦИОНАЛЬНЫЙ ПРОФИЛЬ И ПЕРСПЕКТИВЫ ПОВЫШЕНИЯ ЭФФЕКТИВНОСТИ

Аннотация

В статье рассматриваются процессы трансформации модели реализации государственной национальной и миграционной политики в России. Данные трансформации связаны с декларированием на уровне официальных актов цели – расширения гражданского диалога власти и институтов, представляющих интересы национальных и религиозных групп. Одновременно рассматривается возможности и перспективы реализации в российской национальной политике принципа субсидиарности. Авторами высказывается предположение, что наибольшей эффективности в данной сфере возможно достичь при полной деэтнизации системы государственного управления, нивелировании практик этнократии и этноцентричных ценностей.

Abstract

The article deals with the processes of transformation of the model for the implementation of the state national and migration policy in Russia. These transformations are connected with the declaration at the level of official acts of the goal - the expansion of the civil dialogue of power and institutions representing the interests of national and religious groups. Simultaneously, the possibilities and prospects for the implementation of the principle of subsidiarity in Russian national policy are considered. The authors suggest that the greatest efficiency in this area can be achieved with complete deethnicization of the state administration system, leveling the practices of ethnocracy and ethnocentric values.
