ЗАРОЖДЕНИЕ «ЦИФРОВОЙ ЭЛИТЫ» В ПРОЦЕССЕ МОДЕРНИЗАЦИИ РОССИИ

Аннотация

В статье авторы выдвинут и рассмотрят гипотезу о появлении в современной России детерминант появления зачатков так называемой «цифровой элиты» – группы акторов, относящихся к правящей политической элите и представителей элиты бизнеса, чье будущее они связывают с цифровизацией страны. Такие акторы отличаются от так называемых «технократов публичного дискурса», поскольку заняты не футорологическими изысками, а внедрением на практике инициированных высшим руководством государства цифровых новаций и в зависимости от успеха или провала начинаний будет определена их политическая легитимность.

Abstract

In the article the authors put forward and will consider the hypothesis that appearance-research Institute in modern Russia the determinants of the emergence of the rudiments of the so-called «digital elite» – the group of actors related to the ruling political elite and the elites business whose future they associate with cyfrowy-organization of the country. These actors differ from the socalled «technocrats pub personal discourse,» not as busy futurologies delights and out-implementing in practice initiated by the leaders of digital innovation and depending on the success or failure of initiatives will be determined by their political legitimacy.
